This report is based on data from the Italian Survey on Consumer Expectations (ISCE) conducted between October 2023 and January 2025. It analyzes Italian citizens' willingness to contribute to a public fund for the prevention and mitigation of hydrogeological risk and examines the effect of information about the human and economic consequences of such risks on public support and individual contributions.
The report presents the main findings of a study conducted by Luigi Guiso and Tullio Jappelli (using data from the ISCE survey), which analyzes the willingness of Italian citizens to contribute to a public fund for the prevention and mitigation of hydrogeological risk, as well as the effect of information regarding the consequences of such risks. In particular, the study shows that half of Italian citizens would be willing to contribute to the fund, with an average amount of €63.4 per person, and that both the likelihood of participation and the contribution amount increase when individuals are exposed to information about the human and economic costs associated with hydrogeological disasters.
